Makes the silencer and melee weapons viable stealth options in single player.
The DLL is based on Barren Meadow, so the acid shell shotgun, pistol accuracy,
slowburn, pawn-o-matic clean, better road book and weapon rotation are also
included. Set cvar "debug_silencer" to 1 to get some extra info.
